Total failure of the power steering should be easy to diagnose - seems you have a bad choice of mechanic.
I assume you mean power assistance is not working, not that you have no steering. The usual reason for this is total loss of fluid, in which case it is simply a matter of refilling it and finding where it is leaking out and repairing/replacing as indicated. Most likely the pitman shaft seal, which means either a replacement or overhaul of the box.
It could also be total failure of the pump, or simply a loose belt.
