I have a customer who is having a problem with the fuse for the central locking continually blowing as soon as the button is pressed even with all actuators disconnected

Must be shorting at switch, power feeds the switch, so when pressing the switch it must be earthing, thus blowing the fuse have a look at the dash locking switch

can't be as that switch is not used when the fob button is pressed the fuse blows but after it operates the lock

This one might be hard to trace.... check all the looms where they join the doors coming from body cos if you are lucky one is chaffed there and shorting to earth...if everything is ok in that area prepare yourself with a RAVE - Electrical library and i'll tell you how to "isolate" the fault.
