power outage last night, went to switch on this morning and fans spin for 1 second, so i get that much power. hard to test V as its on for such a short time,, but after a few tests it seems around 9V on yellow and 4 on red, swapped to second psu and same result. not 100percent on second psu condition,, weird conincidence same symptoms though,, no vid card connected, no ram beeps but its not running long enough for that i think,, i do get green light on MB when i switch the psu on,,

some power supplies need to sit for a few hours attached to nothing and they will come good if they have taken a hit.
reseat your ram after cleaning the contacts with a pencil eraser, check for fine spider webs etc etc that may conduct power.
remove the 24pin atx power plug and inspect for any corrosion or arcing. same with the 4/8 pin plug.
check the motherboard for any domed or leaking capacitors.
