yes, PCI...
this MB has one,,which is good as the two PCI-e-1 slots are just about inaccessable,,
I have a USB 2, 4 port, expansion card of unknown quality, Device manager picks the new USB HUB up and installed something as there are no yellow error icons anymore,,
but also no lights on the mouse I plugged in, (to all ports).
Is it just a case of a dead card? or do I have to switch something on?
There doesnt seem to be anything in the bios,,
Theres a bit on the net about win 10 and PCI slots

If Win10 picks up the USB hub, and no yellow ! icon .. then the chances are that the card and it's ports are working.
I'd be more inclined to look at the mouse or something.
Have you tried plugging in any other USB device type? ... something low power like a USB thumbdrive or whatever.
I'm assuming that the mouse works on any other USB port or another PC .. if so then the next step will be .... :wallbash:

So power to card should be ok as os recognises it and installed a generic driver, though in all fairness the usb 'standard' has to be one of the loosest ever so driver may not work.
1/. can you measure 5v on the card usb connectors (may be oc pcb mount 'fuse' that feeds usb skts) on the card?
2/. can you read chip id number which may help to choose a more specific driver ?

yea, and i think I still have a powered one somewhere,, but its just one more plug and cable I'm trying to do without...[bighmmm]

you can still buy these things new,, though to be honest the OS reccomendations stopped at Vista [bigwhistle]
Use of the bottom PCI-e-1 slot would successfully block off all air to one of the video card fans,,

You have 3 problematic ports (yellow exclamation marks). Selecting them will list all the properties associated with each port which might give you a clue as to why but I have to say, much of what is reported by USBtreeView is beyond me. So I'm no help in that regard.
However, all 3 problematic ports are on a USB3.0 hub and you say your problematic hub is a USB2.0 hub. So I would imagine the ports on your PCIe USB2.0 hub are OK.
Connecting a known devices to any port on any of the hubs will identify each hub for you. For instance, your Evoluent mouse is connected to port 1 on your USB3 hub. What does USBtreeview show when you disconnect it and reconnect it to your problematic USB hub?

Put the numbers up that are on the board itself...
And write the numbers off the main IC chip you showed the picture of...
I'll find the manufacturer with those and trace back any information about drivers, command set and what the capabilities of the board are....
Fingers crossed... Oh, I can't see the numbers properly and my reading glasses cant help me...Even the magnifying glass didnt help...

just another thing I found too.
Open a command prompt terminal(its windows your using, so damn confusing)...
type in ( devcon find *usb* ) without the brackets and then see what comes up...

Yeh, its a command you type into a terminal window(Oops command prompt window)..
It stands for device console...
Here i'll cheat and find the info about it
"DevCon (Devcon.exe), the Device Console, is a command-line tool that displays detailed information about devices on computers running Windows"

the command prompt (as admin) doesnt like devcon- find- *usb* in any order,,
the board has one set of numbers,,
UP215-N101 030827
as for the chip,
the only characters I'm sure of are these
D72010XXXXXXXX
the following ones are illegable,,
I'm fairly certain the board is shown as the NEC USB
but no items show as plugged in... ??

Probably not, just checking a few things about pci2.2 your board may not work, its been a while since I used pci slots and stuffed if I can remember what the standards are...
D720101GJ is the NEC controller chip on your usb2.0 pci card...
Here is the data sheet that gives some info for you, in the opening speel.. NEC - datasheet pdf (http://pdf.datasheetcatalog.com/datasheets/480/298271_DS.pdf)
I'll just have a bit of a read then reply later...
ps, you maybe trying to shove a series1 axle under a disco4...

OK, if you want to see if that card is dead or the wrong settings...
In the BIOS is a setting called "PCI latency", set it to 32 and see if recognises your card... Remember what it was set to before tho cause you may have to set it back...
Also set usb setting in bios to legacy...
If cards not recognised, then can it... All info about drivers etc seem to be win 7 but the same chip comes on a pci-e card and that should be complient with win 10...
To be honest, a new card can be around 20-60 dollars and pci-e, thus usb 3.0 complient...
Anyway, that all can offer...

adding a pci card will usually slow down lots of things that you wouldn't expect it to affect..
pcie overcame many of those difficulties
