Turbos like all mechanical things can simply wear out when they reach the end of their service life.
However I would have thought that unlikely for most TD4s. Premature failure is mostly caused by some sort of oil stavation, a metallurgical failure of the turbine or a physical failure caused by sucking in something.
You indicate there is an oil issue and some noise - but what makes you think the turbo has actually failed?

Premature EOL of a turbo can also be driving style...
More down to lack of spool down time (idle down) after driving -you should idle down for 10 sec min or longer if you've been working the engine hard.
Also important is warm up time, drive gently until up to full operating temperature before going for full boost use.
Also, good quality oil and regular changes of oil and filters are important.
Where are you from?
