Awesome Carlos
The shot was taken with -3 GND and -2 GND filters stacked together to balance out the bright sun. Shutter speed was 1/2 sec @ f18 ISO200.
Usually I don't like actually including the sun as it tends to be too bright, even with filters. I much prefer shooting sideways and getting the soft reflection off other objects such as rocks, sand or cliffs etc. This day had a fair amount of cloud helping to hold back the sun though.
The picture was first processed in Capture NX where basic adjustments made and colour control points added to areas for localised tweaking. Places I used them include boosting the saturation in the colour of the sky along the top, contrast on the clouds and contrast, saturation of the rocks. Don't be worried about going nuts with control points. Sometimes pays to add some without adjustments to cancel out unwanted tweaks. After tweaking I saved this out as a 16 bit Tiff file.
The Tiff was opened in photoshop where I added an colour balance adjustment layer (mode = multiply) with boosted blues and greens and used a mask (inverted) to bring out some detail in the water. Just have to paint on the mask where you want the water enhanced. Opacity of this layer is dropped back so it's not too strong.
I did a small amount to cropping to remove unwanted water at the bottom of the pic and a final curves tweak. Lastly I saved as JPG, resized and applied an unsharp mask (too much I agree).
Shutter speed for these types of shots has to be just long enough to get the nice flow of the water and feeling of movement but not too long to go completely silky smooth. Usually have to take a few shots to to get the water flow right.
Hope that helps a little.

Here's one from last weekend taken at Maroubra near Mahon's Pool. I'm getting practice for when I go away on holiday.
