    Silly people, it's the flux capacitor of course. The condom thingie stops its electrons floating about and getting tangled with the ignition system. This is the original (George) Lucas version, complete with internal smoke still fitted.

    More likely the Fluctuating Veoccitator.... the rubber bag is to allow movement as it.... fluctuates.
    - Was going to suggest 'Warp Coil', but realized that it's not a diesel...
