It should not run with the fuel pump shut off. Ifs it vac drawing fuel through, it would need to be a decent source, ie direct from a fuel source into manifold, fuel pressure reg or charcoal canister (long shot) would be the things hooked into both. Can't see injectors doin it, too much restriction to allow enough fuel flow.
Try disconnecting  charcoal canister and fuel reg vac line, remove fuel hose from cold start injector and fit a gauge to hose and check pressure here, set fuel pressure to around 25-27psi. That should be enough for a decent idle. If it runs, pull fuel pump relay and make sure it looses fuel pressure and stops.
You certainly got a curly one on your hands.....
Mite be time to restart at the start and recheck the basics.
