Why did you take it off tho?? ... was it because you have idle fluctuation's that you were trying to sort out??

When you undid the 3 hex bolts ... to remove the stepper ... you did not remove the top of the plentium?? ... just removed it in situ??

Check this ... The stepper unit has a rubber 1/8 vacuum hose that connects to it ... Did you put this back on?? (as this is easy to forget to do)

You removed the gasket & installed a new one ... used Holimar 3 as a gasket sealant??

Because the stepper is behind the plentium and hard to see /// Use a torch and a shaving mirror to see the stepper unit ... Make sure that all hoses are connected and that you have no vacuum leaks

Also ... you do have the air filter all connected & sealed up as it should be??

sorry mike but i think you are talking about something else, its called a air bypass valve which has a plug on it with wires, it broke when i unscrewed it so i got a new one i had to undo those hex bolts to get the broken bypass valve out, i put the new one in and used gasket sealant and all hoses on thanks luke.. 93 range rover
