How are you checking that there is voltage at the socket?
If yoou are using a digital multimeter, it will show voltage even if there is a high resistance in the circuit. Check with a test light at least about 21W. If this is the situation, the most likely issue is at the fuse contacts or the fuse itself, but don't completely rule out a broken wire still making some contact or a bulb that may be "known" to be good, but actually has a broken filament that sometimes makes contact and works - rare but it happens.
