From what I can work out you connect to the Sandgate exchange and are about 3.9km away (via the cabling) which is getting a little on the high side for ADSL2+. The further you go, the quicker ADSL2+ speeds drop off compared to ADSL and cable. In theory, you're going to get you around 5Mbps on ADSL2+, possibly a bit less in reality. You should get better speed on cable. You already have the cable to your house, so that will save you on installation but you'll need to buy another modem. You may find a plan that will include a modem though. Is your current modem ADSL2+ capable? If not you'd be up for a new modem either way you go.
Really, at the sort of speeds we're talking, your average residential user isn't going to be too concerned. It will more often than not come down to the cost/package. Broadband Choice is a good place to start comparing plans.

If you lift a telephone while your downloading something do you hear static on the line. Is the static gone when the modem is turned off.
If so you have a filtering issue or a faulty line and this will affect your speed.
do a speed check at http://speedtest.net
take note of ping time, download & upload speed,
unplug all your phones / fax / filters everything else & just plug the modem itself in and run speediest again
If its noticeably better you have a fault.
You should be getting about 10 -12 mbps
Telstra only guarantees 1.5 mbps & most likely won't fix , at least when I worked for them. There is not too many techs in Telstra that are good on ADSL faults in the short time allocated per job, its not worth the time with the pressure from above for quantity rather than quality.
if you have the option Your better off on cable, you should get a free modem with the migration to a cable plan.
With the UHSI modems we were installing it was typical to get btwn 80 - 110 mbps rather than the normal 30mbps cable modems.
