8.1 is the OS that never sleeps,,
and it boots so fast the old way of entering the Bios just doesnt work.

Gigabyte might have an app that you run from windows that takes you into the bios when you reboot (asrock do, not sure about gigabyte)
otherwise, keep tapping the del key. dont wait for the screen to say press del to enter bios

Had the same issue with mine when the boot record went astray. Couldn't even get to the bios to boot from recovery disk. Ended up pulling the battery out of the m/board to reset the BIOS.
Did you get this sorted Pete?
If not, try this:

no, still not happening.
If I force a shutdown, shutdown.exe/r
or turn the power off
the PC will not startup,,
I get no power to vid cards or certain USB devices, fans run, thats about all.
If I then hold the power button in, the PC reboots and starts normally.
and as I have upgraded from vista to Win8 then 8.1 I have no installation media to do a refresh.

Bit harsh blaming Microsoft if you've been upgrading...
Not sure about Win 8.1, but when I've done a reinstall using older operating systems that I upgraded I've been able to use the latest upgrade disk. The installation 'wizard' identifies the disk as an update and asks for the original installation disk for verification. Put it in, then take it out almost straight away and return to the newest version.
So, provided you've got your Vista and Win 8 disk you should be OK.
