I know that the AT+T unlocked stuff can BUT (and this is from HTC experience)... Dont let it try to do an update with a telstra sim in it over the network, set the updates to manual only, remove the sim and then run the check for update + update over a wifi network if it still wants to update reboot and put the sim back...
as a side thought you might be able to get the 64 on a telstra plan from somewhere like JBhifi...

in the case of a batch of the early htc ones..
it bricks the radio so you can get the phone to boot but it wont talk to anything.
fixing it requires a jailbreak and a manual rebuild to either the full AT&T or telstra spec. (or your choice of jailbroken installs)
It doesnt happen often but as I understand it its a software thing, but the some of the information used to identify whats what comes from the sim card. the rest from the phone doing the update check via wifi with the sim out prevents the mix up.
one of the IT guys that helped me sort it advised that when it comes time to doing updates you should at least flick flight mode on, then turn wifi on and do the install/update that way. he then told me to stop being cheap and it would have been less hassle to just buy the telstra phone from the telstra shop and pay the extra on the plan to have something they would have replaced.
if you have a pre-exisitng phone thats on telstra post paid its actually cheaper to buy the phone outright and keep the old phones sim.
