I use my laptop and my desktop regularly without internet - mainly because Optus broadband cable fails so often around here. I don't think Optus care any more now that the NBN is due for connection in a couple of weeks.
I recently purchased a new computer and I want to use the old one off line for photo editing etc. However it has become totally unstable. If I turn it on I cannot turn it off by right clicking the windows symbol. Nothing happens so I have to turn the computer off using the power button. Secondly if I attempt to open any program the computer runs wild and opens 100's of the program windows. I cannot read old emails because it just opens multiple windows and keeps doing it. It had all my old files which I have to keep but it will not allow access. Nothing runs properly. I only moved it about a metre from its original location. Any suggestions?

It sounds like it has a virus or malware as suggested.

Scan for viruses. Reinstall Windows 10. If that doesn't work, throw it in the bin and buy another one.
If all else fails, before trashing your old computer and assuming your files are still there, use your new computer to load a RAM Linux operating system to a USB stick.
When running the RAM Linux operating system on your old machine it will not require use of your 'C' hard drive, however, you can browse your 'C' drive and recover your files (photos, documents) to an external drive.
As others have said it is likely a virus or malware. If you are not comfortable with doing it yourself, got some to create a bootable USB with a virus scanner on it to clean up your system. Whatever you do, do not copy any files to your new computer until you are 100% sure the files are clean.

Problem sort of solved. As my monitor died
I connected a small tv to act as a monitor. Somehow this drives the computer crazy. I tried my new monitor on it and it runs perfectly. Seems like I have to buy a second new monitor.
