Have a look at this Maximum Cable Length CML-Cinematography Mailing List
they seem to hint at 18 M being the max not sure

I use a 10m S-video cable to plug my laptop into my TV (on other side of room) without problems.

Took me a little bit of shopping around to verify it was an ok length and then to find one, but 10m for s-video is fine..

    I have used:
cat5 cable with RCA connectors 20m+
    svideo around 8-10m
d-sub 15pin (pc video connection) well over 20m

all with little to no visible loss in quality.
What will loose quality quickly is if you use a Y cable to split you rsignal to more than one secondary output. eg monitor & 1 disply screen is ok
