Good luck with the maintenance programme - it sounds as if you are doing the right thing.
It is most important to change the lifters if you replace the cam (on any engine) otherwise the cam will wear quickly to the wrong shape
With regards to the central locking, which should be standard on your car; new key fobs are available from Land Rover but they need to be programmed by the dealer, or someone else with the software. I had my dodgy one replaced with two new ones and programmed for about $600, which is way too much but I was desperateThere is a chap in the UK who can supply new key fobs for a fraction of the price and programme them if you send him the alarm ECU. Google - Land Rover Key Fob. It might be worth getting the security code changed, seeing that you have no fobs, just in case a previous owner spots the car and still has the keys,
