    Yeah, Drill out the each rivet and replace with nut and bolt each.
    When all in, allow enough room to apply gasket sealant, then bolt up.
    Don't drill out rivets without replacing with nut and bolt, otherwise the cover will fling out at you, at a great rate fo knots
    Pretty simple, and saves a heap of money
