The top & bottom plates are secured by the rivets shown.
If it were mine, I'd be taking the radiator out & inspecting the core. If it's still fairly solid (fins aren't breaking up), I'd get a radiator shop to strip it down, rod the core (clean it out) & solder the tanks back on again.
That way the leak is fixed & you know the radiator is good for another 10 years.
