I have a 1997 Discovery 1 that has developed a strange fault with the windscreen wipers. When they are switched on they work fine, intermittent (with all delays), slow and fast are all OK.

When I switch the windscreen wipers off they stay in intermittent. The intermittent delay control still works while the wipers are turned off. The only way to stop the wipers is to pull the fuse.

I have replaced the wiper switch and the wiper motor with known good working units as I had them available with no change.

I discovered yesterday that when I first put the fuse in the wipers do not operate. Once I have turned them on then the fault returns.

Does anyone have any ideas of where to look for the fault?
