pin 30 is usually the supply heavy current voltage that the relay switches to the load (in this case the starter solenoid)
B wire I would have expected to see written as B+ meaning its a hot feed wire that comes through no other switches (but may be fused and/or not connected directly to the battery terminal, it might take its power from the main starter lead down on the stater for example)
