Volvos don't have a backup pump. They have a low pressure in-tank pump and a high pressure inline pump as per my previous post. Either pump fails and the car stops. On the very earliest Volvo 240 series they only had one pump, a high pressure pump right next to the lowest point of the tank.
As for getting at your in tank pump, the LPG manifold tank (not "3 gas cylinders") can usually be quickly unbolted and swung up to 45 degrees and propped up without undoing the plumbing. Adds about 1/2 an hour to the job, I've done it plenty of times.
