obviously the first things to check would be all the lines to and from turbo, for leaks.
I'd be inclined to test for the ability to get more boost with an adjustment, before laying out $s for a new turbo/cartridge.
How much slack is in the turbine when you reach in and move it by hand.
Is that boost reading at 3K RPM with the pedal hard to the floor(or close to it).
boost is dependent on demand, not just RPM.
You can rev to 3K and still only see 4 or 5 Psi boost.
My maximum boost comes in at 20Psi just a touch over (3250-3500RPM).
I think at 3K RPM I see about 16-ish(max) or close to it with foot almost at the floor.

Sounded really good, just didn't have the money and I wasn't sure if I needed it but it did sound like a great idea instead of putting something on it that will overtax things.
