I'd say the mixer control for the RHS probably isn't working properly.
The two temp knobs control LHS and RHS respectively.
Not sure if you noticed yet, but there is no heater shut off valve to stop coolant entering into the heater matrix.
It works on a flap system to divert required air temp either from the heater matrix or cooler air.
I'd guess that while the heater control dial may appear to be working(ie. it has normal friction feeling) .. maybe the flapper isn't being controlled properly and it's still allowing the mixing of heater air all the time.
I haven't really looked into mine(as it's working) but I think it all cables and levers and mechanical connections and not vacuum or electrical motors doing the controlling.
So check that the cables and cable connections are moving when you move the temp dial.
It's a bit of a PITA to remove the heater controls(actually the large centre dash area) out. The clock and the coin tray are the major culprits.
The face of the heater controls is just a faceplate, the actual heater controls remain loosely connected to the heater box once you have the dash face out.
