most likely the printed circuit board on the back of the cluster.
I'd say look for ground connection loosesness.
IIRC there is a large connector on the back, check that too.
New purchase.
A neglected 98 300tdi auto.
240k on the clock.
Fuel guage works for a while sometimes and then shows empty. Other times it shows incorrectly, too high.
Tacho goes haywire when headlights are on.
Temperature gauge works well for a while then shows cold.
What is the best way to approach this?
I have read about aging fuel tank senders.
I have a new temperature sender.
thanks

I would add to what AK83 has added to say use some contact cleaner on the connections, such as the big connector on the back of the instrument cluster. With the ground connector it is also possible corrosion has a part to play and it needs cleaning up. My Discos are 96 and 98 and often with intermittant electrical problems it is the contacts. Just comes with the age of the vehicules.

Another vote for the cluster PCB. Hardest part of the job imo is getting the binnacle off and on without breaking it. They didn't like the Aussie sun.
