IT could be the bulb in the cruise control button has Blown so you can't tell if it's on.... Cruise controls not working is usually a sign of an air leak caused by a leaking vacuum hose, check under the pedals to make sure the vacuum shut of switches are closed and not sucking air.

My 96 TDI when the tail lights are on I have 4 lights. The two in the bumper and the top pillar lights. The bottom pillar light is the high intensity light and the top is a combo stop/ tail. I would check your globes, the tail filament could be blown in both your pillar lights.

the 2 bottom pillar lights are normal tail lights and has no power going into the socket i earthed a light tester tested both tracks and nothing

    whats the tail filament??

The part inside a globe that produces the light is known as a filament. In most cars the stop and tail lights are in the one globe. This is achieved by running two filaments within the globe, one for stop and one for tail lights. When power is passed through a filament it lights up. By making the filaments a different resistance one will light up brighter than the other. So if the dimmer filament has blown you won't have tail light but you would still have a stop light. Hope this makes sense.

The reason there was no power going into the lower pillar lights is because they are high intensity lights which are for use when visibility is poor eg. fog. They are operated from a separate switch and it is illegal to use them except when visibility is poor.
