My understanding is that a CDL splits/forces a 50-50 drive to each end, which means the worst -case scenerio is losing front OR rear drive. Not both as an open centre-diff does...

Does it come with front/rear diff locks instead?

Just seems an odd approach, especially as a certain oriental 4WD which pre-dates the Disco gives the option of Rear 2WD, open-diff 4WD, ("AWD") and locked Centre-diff 4WD.

Or does it have Traction Control on front AND rear brakes?

Yes the D2 was designed to use traction control on all 4 wheel brakes as the sole traction aid, no diff lock (all 3 diffs open).
The D2a (2004) reintroduced the centre diff lock in addition to TC at the pleading of owners and dealers.

Earlier D2 had the same transfer case from the D1 but not connected for locking the diff. After 2001 the internal locking mechanism was removed too. This means you can easily retro fit some sort or other actuating mechanism to earlier D2 but not after 2001. If you want centre diff lock after 2001 you need to fit the internals of the CDL as well. Hope that makes it clear.
