On top of your turbo is the wastegate actuator, follow the rod coming outa it to the turbo body - that is the actual valve outer arm. You can undo the c-clip and make sure that arm going into the turbo is free to move.
You can test the actuator with compressed air to see if that operates correctly.
But 90% of the time it is the regulator (mounted against the AC) that goes faulty. To test this connect the pipes "Defender style" coming from the turbo outlet straight to the wastegate actuator and bypassing the regulator in other words.
The green oval website is down but the file directory containing microcat and rave images has always been there.
Had to pull off a turbo hose this afternoon, so took the opportunity to take a pic of the location of the waste gate modulator. Please excuse the grimy turbo inlet.

We had a very similar thing happen to our D2, (just read what i wroteone of the common phrases used with owning a LR) and i was given a very simple tes to check and it confirmed it was our modulator.
a very simple test to see if it is the MODULATOR and it was to join 2 of the hoses attatched to it, the one from the wastegate and the one from the metal hose under neath then take it for a run

Yep. Waste gate modulator. Cost me sub $100 to have it replaced by Range Rov in Melb. last year. Hasn't missed a beat since.
The "test" for the modulator is also a bush fix. Run the pipe straight from the turbo outlet to the wastegate.
All defender TD5's work like this.
interestingly, since I posted this the surging problem has gone!
for the moment anyway.

Yeh mine did that too. But I decided to simply change the wast gate just to keep her happy. Since then it hasnt happened once (knock on wood), but before I did the valve it hadn't done it for a month or so. I was changing a broken water pump at the time so I was in the mood and I wanted a little win before I started the big job![]()
