It's a fuel cooler, and easily fixed.

O-rings are readily available as a kit from ebay - avoid the ones that include worm drive clamps they are way over priced and you are better off picking up the correct pliers for the original clips instead.
It's worth grabbing a pair of Clic-R pliers as these turn a frustrating job removing/reinstalling the clips into a 30 second job. There are a number of hoses that use these clips on the Disco 2 ( power wash hoses for example) so they are useful to have in the tool kit.
