I can confirm (using RAVE) that this fuse powers the rotary coupler on the steering column, so therefore provides power to the horn and the cruise control switches.
My Cruse control stopped working just the other day, after looking through the forum posts I was planning on removing the Cruise control ecu and checking all the inputs. However looking at the fuse box today I found a blown fuse for the horn, I don't know when it blew as it was working last weekend (and so was the cruise control). After replacing this fuse (fuse 16 in the engine bay) I tested the cruse control and it worked. I have no idea as to why, I can't find any documented link between the horn fuse and the cruise control.
Any Ideas? Am I missing something?

Been there,done that.
Been through any water lately,the horns love to fill up with water and then blow that fuse.
The only thing I can think I did was to cancel the cruise control, by testing the red button on the trailer brake controller. The red button is a manual override and lights up the brake lights and applies the electric trailer brakes.
I havent been anywhere near water, other than the past week of Ex tropical cyclone.
