Mine wouldn't work from when I bought the car and the second had a lacerated case.
In my case the red light illuminated on my first key, but the second key didn't.
I bought fob tester on ebay for AFAIR about $40 which I still have. This is just a broadspectrum receiver which lights an LED if itr detects a signal.

In my case both fobs lit the LED after I fixed the microswitch.
This indicated the receiver in the roof was faulty, so I bought a second hand receiver and now everything works.

If you want to borrow the RF tester I am happy to lend it to you.

A mobile phone repairer or radio repairer should be able to fix a bad microswitch for a reasonable fee.
    Regards Philip A

Mine are 433Mhz. Your car will be 433. 315Mhz for model year 1999, although I came across a 2002 the other day with 315Mhz, I can only assume it had the receiver changed.

    I've sent you a PM.
