That hole is where it should be.
Chances are it has been pushed through and is now behind the panel.
I have a new D2a 2004 TD5 and the OBD2 plug for my Nanocom is supposed to be above the driver's left knee according to my RAVE. There is an opening there but no plug.
Do they put them anywhaere else? I have an M & S issue I want to research a little further.
Thanks

It may have broken it's mounting and been pushed in. You can reach underneath from the back and see if that is the case, if so pull it out the back and connect it as a trailing connection.
the best is to open the compartment and you'll see it somewhere near that hole inside
