I had the same problem it was the earth wire it was disconnected, I had someone drop the roof lining and they didn't plug it in when reassembling. Up the roof there is a black earth wire which attaches to an earth point up inside there behind the light itself

SubscriberMine was missing a nut that holds the light in place, it also connects the "ON" switch to the (Earth or Live)
