is the switch in the correct position
Ever since I have owned my 1999 TD5. the center light will not turn off as do the rear and front lights.
Is this common and is there a fix for it?

Do you mean it turns on together with the other two when you unlock/open the door then it doesnt turn off when you start the engine or dim off after 15 secs together with the other two after you lock or how?
Discovery Td5 (2000), manual, tuned
IIRC.. The centre one is a push button job and only turns on manually...
The front and rear are the primary lights which are door activated.

mine is a push button and will not turn off.
You sure about that? Here's a photo of the interior. This is a 5 seater without rear AC which may be different to a 7 seater.

Ok. mine is a seven seater . When I push the button up with the light on it goes out but the button has no "click" or anything like that. As I let the spring loaded button go the light just comes back on.
It seems too be a detent problem.
