Those regulator kits can be hit and miss, some times they work some times they don't

I experienced the same over the weekend.
Had the intake manifold off to clean it out so the FPR was readily accessible.
Ordered a kit from Spain and the o-ring supplied to hold in the fuel strainer was too small but tried it out anyhow (thinking "what would I know, Im not Brittish").
Sure enough it leaked but the in process I used the gasket and it shouldn't be reused. Without another option, it would have to be reused.
Ordered and received generic Viton o-ring and fitted the FPR this afternoon/night.
Blew the FPR clean with compressed air, checked for leaks using mirror during the second fuel priming/bleeding. The lower bolt was getting "wet" with diesel.
Removed the FPR, cleaned all surfaces with brake cleaner then applied a very thin smear of high quality silicon used on sumps to both sides of the metal gasket.
Reassembled the FPR, let it sit for 30 minutes, the repeated bleeding fuel. No leaks.
Proceeded to refit intake manifold, engine harness, fuel cooler, added coolant, etc etc. Car started fine. Yet to take if for a run.
No doubt someone will comment re:the use of silicon but it appears to have worked.
Have another FPR gasket ordered just in case.
Glad I didn't have to work with intake manifold on.
    Hope this is of assistance.
    Cheers,
    Leon

That would be me (re silicon)... I repaired a fuel pump years ago with silicon as a sealer around the diaphragm. Fuel caused the silicon to dissolve into glutenous state and gauze filter caught it where it hardened. No starty. This was several days later. Lesson learnt.

Get yourself a tube of Aeroguard Hylomar - lasts forever and IMHO much better than silicon for those emergency situations.

http://www.ebay.com.au/itm/291713425286. They have none left. Just do a ebay search with that part number. A heap will show. Most will be in the US and they fit a VW. I think I payed $60 delivered.
