Hi, did you empty all the system to need power bleeding? cos only then it's necessary but even then according to wabco you should be able to bleed it well manually...power bleed is required only if air got into the modulator cos it can be some trapped between the return pump and outlet valves ...if you can't find anybody with tester to help you pedal bleed it in the right sequence then find hill and drive down using HDC to put the modulator to work then pedal bleed again... this way you'll be fixed
about the sequence, in RAVE it's the other way around than in wabco documents(see page 33 pct 8 in attachment) according to them you have to start with the farthest wheel from the master cylinder and according to RAVE with the closest one
by using logic i'd be inclined to start like wabco sais though strangely they dont say anything about tester bleeding
