Does it have wires going into the brake pads, might be telling you to change pads??

It's probably something silly like a blown brake light fuse. I do mean that seriously.

    From RAVE
Brake Warning Light at top left:
" A red brake graphic (all except NAS vehicles) or red BRAKE legend (NAS vehicles), to warn of low brake fluid
level, handbrake on and brake control system failure affecting EBD."

    "Diagnostics
While the ignition is on, the diagnostics function of the SLABS ECU monitors the system for faults. In addition, the
return pump is tested by pulsing it briefly immediately after the engine starts provided vehicle speed exceeded 4.4
mph (7 km/h) during the previous ignition cycle. If a fault exists in a warning lamp circuit, the lamp will not illuminate
during the lamp check at ignition on but, provided there are no other faults, the related function will otherwise be fully
operational. If a fault is detected during the power up, the SLABS ECU stores a related fault code in memory and
illuminates the appropriate fault warning lamps. If a fault is detected later in the drive cycle, the SLABS ECU also
sounds the audible warning three times."

Are the diagnostics working correctly on start up ?
Are any of the other brake system related warning lights (ABS, HDC, TC) coming on with the Brake Warning light?

Yes, the diff-lock warning is made to come on if the brake lamp's fuse(F25) is blown, IMO LR made it so on purpose to warn the driver this way that the brake lights are not working but it's not mentioned in any document only deductible from the diagram, that's why a resistor is connected between the diff lock warning circuit and F25 as to keep the warning off with voltage on the earth path

    Hi Fery,

My current theory with the D2 electrics is "if you think the electrics are doing something weird, you've probably missed an important detail".

    Pull-up resistor - Wikipedia

The resistor is a pull up - see above.

The when the diff is locked the switch earths the signal path pulling the line low. The electrical library description indicates the logic circuit detects the earth path has been completed and activates the warning light.

The resistor is not putting "voltage on the earth path", it's keeping the unearthed line level high. When F25 blows the line is not pulled high, so the instrument pack detects a low line and illuminates the warning lamp.

    cheers
    Paul
