    Constant 12v under dash?

As in,, still powered when ign off.

There is supposedly one in the fuse box?

Is the fuel latch release powered on the dash switch?
    anything else easily accessable?

There’s one on the spare connector that’s near the steering column from memory. Think the connector is for tranny interlock solenoid on Nth American delivered vehicles.

I assume the OBII port under the dash would have constant power to it.,

From memory, the fuel latch is unpowered with the key on.
