This is more likely. The base element usually gets damaged on the door side from being pulled and compressed when entering/exiting the vehicle. If you remove the seat material you'll probably see one or more black spot where it's broken the connection and sparked/shortened a few times.
Due to being wired in series, if either the back or base elements fails the whole system won't work. Both need to be functional for it to work. They're not cheap to replace (e.g. compared to the price of a complete electric blanket for a bed) but worth it in my opinion.
Still bloody freezing in Melbourne and found myself some switches today. Fitted to both sides, but no toasty bum !! Someone mentioned that I will need to activate them to the BCU, but cannot find anywhere on the Nanocom where I can do this ?
Else whilst all the the connections are there, is it possible some of the wiring is not. Obviously the connectors are there for the switches, but never found any relay under the seat ?
Any pointers very welcome.

For the heating elements to work no programming is needed and no dedicated relay involved, fuse F15 interior fusebox gets feed from the auxiliary circuits relay(which is for many other things too) and it's passed through the switches directly to the heating elements, simple as that(provided we speak about manual seats)
Measure at the switches to see if you have +12v against ground on the green/white wires and if yes in the brown connectors under the seats on the blue/... wires
btw that F15 is only for seats
So do your seats have the brown male plug fixed to the seat base, for the brown female connector to connect too?
I had a peek at my brothers old '02 model seats and they don't have the seat element connector(brown plug) on them.
One of the seats was stripped for the cloth material, and no element in it, nor the male connector clipped to the seat base.
My part car is a '99 model, we used it's seats to make nicer seats in brother's '02 model.
All the loom stuff is there in my '99, as would be expected.
Can't remember is the '99 model seats now in brothers car had the brown plugs.
so when you say 'both ends' of the wires, do you mean both sides ?
or that you definitely have the seat connectors, and hence both ends of the two connected brown plugs on each side?
in your first post, you show the photo of the brown plug. That looks like the loom plug(from switch to seat). Photo doesn't specifically show it, but I can't see the seat plug that the loom connector plugs into.
If 12V is present at the switch then after you latched it in the feed must get to the brown connector under the seat on the blue/grey(LH) and blue/pink(RH) wires and you must get 12V across these blue wires and black in the plugs
Thanks Gents, I think this confirms I am missing the female connectors which come from the seat, which then spells trouble. I will have another look to confirm soonest, but if this is the case, then does it mean no heating element was fitted.
There was 12V present at the switch in the centre console, and 12v at the blue / white wire at the male brown connectors under the seat. So all the wiring is there that end, but it now needs to connect to the seat itself.
Note ideal then. Fingers crossed I can find the female connectors hidden somewhere I so far have missed.
