I assume the photographs are of underneath the seat. If the heated seat connector is there then I would assume the heating elements are installed but I can't recall how they are connected from my previous repairing them so don't take that as a garantee - I know that the back and base elements are seperate so they must join somewhere - they work in series as if one fails both stop working. Be aware that the elements tend to get damaged after years of entering and exiting the vehicle and squishing the seat base. So if they are installed and have been for sometime then they may not actually work when you want them to. They're not that cheap to purchase replacements and genuine seems to be the only supplier.

The switches go on the panel with the power window switches. Can likely be sourced easy enough at a wrecker or on eBay, particularly from the USA for cheap. You would need the correct harness to connect the switches to the seats too. Maybe it's already there, I think a lot of the wiring looms on the D2 includes the wiring for all the top options?

No they are in all models AFAIK.
My 2002 next to base model has them. It says on Revs certificate model LT. It had cloth seats non heated.
I use them for the electric recline on my Recaros.

I have a base 2002 with cloth seats when new. I put HSE seats in. Bought the switch panel and 2 switches as a kit on Ebay. Winter mornings are a thing of beauty. The HSE seats have warming pads up the back quite a way too...so not just base. I likee a lot. Cheers

Yes, BCU programming is needed for electric seats operation but not for the heating circuit, that's not BCU dependant
