So they just started undoing wheel nuts to steal the wheels but hadn't considered how they were going to hold up the vehicle...?

Maybe the wheelnuts wern't tightened up enough in the first place and came loose eventually.
IF someone was trying to steal the wheels then usually they remove and discard the wheelnuts.
