going to sound like a dumb question, but have you checked the globes!
Been there, done that ... and it happens.
my old Rodeo, I was up at Wilpena Pound, got to Kanyaka ruins late arvo .. took photos for a couple hours, get into Rodeo(now dark) .. no lights.
Checked fuses, wiring switch, accidentally hit the high beam, lights on.
Check more wiring, check more fuses .. just decided to drive home on high beam, and pull over if I got an oncoming car.
About half an hour down the road it stuck me .. check the globes! 
Had one spare in the glovebox, and sure enough got one working 
So fuses and relays ok, if you turn lights on at the switch, and relays are on, then this eliminates the light switch. 
Search for more dodgy points from the relays to the bulbs .. earth point(s) light bulb plugs(could be rusty or whatever) .. etc. 
You haven't mentioned it, but can we assume that the park lights are OK?
Just the main beams not working?
