No downside engine wise other than being illegal as you're tampering with the emissions control system.
As to whether anyone ever notices, its highly unlikely.
Just do it, your engine will thank you, and depedning on engine km, get a new inlet manifold gasket and give the manifold a thorough clean internally.
I think you'll be shocked at the buildup.
Mine only had around 115,000km when the EGR was removed and buildup internally was pretty thick, it took a bit of effort to get it all nice and clean.
