Ooooh! Interesting for sure.
I had one in my V8 D2, but mine was inserted into the water pump.

Same device.
The V8 had a slipped/cracked/stuffed liner/block/whatever and must have been overheating(on previous owner), and I was chasing all manner of bodged repairs/mods, that someone had previously attempted on it.
That 'restricting' device was in the pump(inlet side) when I pulled it.

I searched high and low and couldn't find anything LR related to this part.. eg. maybe an updated part to restrict flow from somewhere to somewhere else for whatever reason.
From my understanding of the coolant flow diagrams, I'd have thought that possibly, it could be an advantage having a restrictor in the full flow section of the coolant hoses(ie. top port of the thermostat) to limit the amount of coolant cycling back from the engine back to the engine ... or something. That is, more coolant flow from rad kind of thinking ... but the diameter of the restrictor was too large for this hose/port.
In the end, I put the device I found down as a bodge job by a previous fixeruppperer.
