I hope the six Coast Guard crew are okay, they say one escaped and five others have been found but their condition is unknown,

From what I have read, both aircraft were on the same runway, one landing (JAL) and one taking off (coastguard). This suggests either conflicting or misunderstood clearances. Either ATC erroneously issued conflicting clearances, or one aircraft was not complying with their clearance, most likely because they were bot where they thought they were (took the wrong turn - it happens; for example there was a near disaster at Sydney years ago due to this.

Japanese media are saying that the Coast Guard pilot admits that he made an error.

I heard the only survivor of the small plane was in ICU.
It seems the rescue plane was told to hold short of the runway, but overshot.

News this morning says that tower transcripts say the Dash8 did not have clearance to enter the runway, but the pilot (in ICU) says he did have clearance.
