Thumbs down Hard to start Freelander

I have a 1998 Freelander diesel which is hard to start first thing of a morning or after it has sat for about 8 hours or more. It had new injectors 12k ago glow plugs are working, compression is good. The injector pump was replaced 12k ago. Any ideas would be helpful.

I did it myself. I was a mechanic for a dealer when these were new.

Pics of the injection pump belt and its pullys. The pully on the right can move - loosen the four bolts and adjust 1/4 tooth.
