My 3.9 is pretty well modified but I get 14.5-15L per 100Km at 100-110 with my 650 or so Kg camper on flat ground. I get about 17 on hilly country or on outback tracks eg Plenty/Tanami
This weekend I went to the Snowys and got 17 , from Central Coast/ M7/Hume to Yass/the Wee Jasper and tracks across to Tumut.
Next tank was Tumut to Ravine with say 30% low range/back onto Long Plains/Brindabellas- Broken Wheel/ Boundary/ Brindabella rd /Canberra/Goulburn at 23l per 100Km.
AND I still have a 3.9 and the mods cost less than 3K over time.
1 Thor manifold ( much more torque down low)
2 Unichip to control ign timing ( this is biggest economy gain)
3 Self modded heads
4 O2 sensors to ensure 14.7:1 Fuel air. ( there is a how to in projects)
5 snorkel
6 free flow exhaust
Look unless your camper weighs over 1000Kg and you travel at 130 everywhere there is something wrong with your engine tuning to get such terrible economy.
First thing I would do is get a diagnostic from a specialist with a dyno to see what the F/A mixtures are and what timing you have under load.
