reduce speed limits won't stop crashes, nothing will human error will always be involved either driver inattention or pedestrian carelessness.
road safety campaigns, tougher speed restrictions, speed cameras and so on have over the decades lowered death and injury rates on roads as have better roads and traffic management and car safety design features.
at some point we have to accept road injury and deaths versus road traffic management and travel times people losing sight of the tradeoff point and going to soley pedestrian safety.
personally don' think speed less than 50kph realistic except for 40 kph going through school zone
