Can someone tell me whats the best way to get from Tullamarine airport into City Centre..
Will be relying totally on public transport,and what sort of time frame should be expected...Assuming all things running as per normal.. ie no strikes etc.

Ean, get the Skybus. Not sure how long it will take but a taxi can cost at least $50 and I have (14 years ago) spent as much as $100 due to congestion on the Fwy. Not worth the hire car as you would then have to pay to park it and that will also cost a lot even for an hour or two also you would be best getting the $10 toll pass to get in to the CBD via the most direct route.

My traveller Mrs. says Skybus and buy and printout your ticket on line. She says it goes to Southern Cross (Spencer St.) Terminal where there are free courtesy buses to CBD hotels and a tram stop right outside.
She says it beats having to have a working knowledge of Hindi, Urdu, Bengali, and/or Vietnamese to communicate with cab drivers.
Used to be all Melbourne cabbies were Greek or Lebanese.

southern cross station (spencer street in the old days) is western side of the cbd, tram down burke street and or a walk will get you most places in cbd in 15-20 min.
