In the end its a war and innocent people will be caught up in it. The biggest difference between troops in Iraq and such is that they are fighting someone with guns who have the ability to shoot back. These people shoot at soldiers in built up areas, its inevidable that innocent people will get caught in the cross fire.

The terrorists that took down the twin towers in 2001 killed 100% innocent people who did nothing to those that attacked them, thats why its different.
