    Well people keep BUYING lottery tickets every week for years on end. This is like getting a free entry in a lottery.

    If every camera had this system installed, it would have to work. 50% of fines go to lottery, 50% go directly to roads/tac etc etc.

    This is thinking outside the square, but of course, it would never be implemented.
